Copacetic in the South China Sea? After more than 15 years of off-again, on-again talks, ASEAN member nations and China are expected to endorse a draft code of conduct that commits to cooperation rather than confrontation in the contested waterway. In an exclusive, VOA’s Khmer service has learned the non-binding agreement will likely be signed during a week-long ASEAN (Association of Southeast Asian Nations) Conference in the Philippines beginning August 2.

On This Day in American History
On this day in 1775, the U.S. postal system is established by the Second Continental Congress, with Benjamin Franklin as its first postmaster general. During early colonial times in the 1600s, few American colonists sent mail to each other, more  likely corresponding with letter writers in Britain. Mail deliveries from across the Atlantic were sporadic and could take many months to arrive. There were no post offices in the colonies, so mail was typically left at inns and taverns. Franklin set up new, more efficient colonial routes and cut delivery time in half between Philadelphia and New York by having the weekly mail wagon travel both day and night via relay teams.

That’s amore! After an early infatuation with Emmanuel Macron, Italian politicians are falling out of love with the French president. Like the rest of Europe, Italy has welcomed Macron as someone who could help Europe overcome major challenges like the migrant crisis. But French police are preventing hundreds of migrants from crossing into France from Italy at Ventimiglia, while Italy’s refugee centers and shelters have reached their capacity of 200,000. Italian politicians view Macron’s treatment of their concerns as ‘high-handed.’
