Having the Atlantic Ocean as a neighbor comes at a cost for some Americans these days as rising seas encroach on many low-lying neighborhoods. In Norfolk, Virginia, the nearby ocean brought centuries of prosperity from maritime activities, including a major commercial port, the world’s largest naval base, a fishing fleet and many businesses that support ocean commerce. These days, though, some buyers are having second thoughts about investing in waterfront properties.

On This Day in American History
On December 15, 1791, Virginia becomes the last state in the union to ratify the Bill of Rights, the first 10 amendments to the Constitution. Critics worried the Declaration of Independence gave the federal government too much power, without defining the rights of the individuals living under its control, which the Bill of Rights does.

Donald Trump considers Rex Tillerson’s experience in striking global oil deals as such an asset that the president-elect nominated the ExxonMobil CEO to become his secretary of state. However, some analysts suggest Tillerson’s deep involvement in developing oil fields in Asia could complicate his work if he’s confirmed as America’s top diplomat.

Changes are in store for the Voice of America. A new law will consolidate all U.S. government broadcasting operations under one powerful chief executive officer. Future CEOs will be appointed by the president and confirmed by the Senate. Supporters of the change say it will streamline operations, while critics worry that eliminating the board could damage editorial independence and credibility.

After spending a year working and living at the bottom of the world, VOA blogger Refael Klein is finally back home in Colorado. After 12 months in the flat, odorless, tasteless and toe-numbing expanse of the South Pole, his senses are bombarded by everyday tastes, smells, sounds and textures. It takes some getting used to.

While people can be imprisoned or executed for political parody in some countries, the practice in the United States is protected by the Constitution, which guarantees freedom of speech. In fact, political satire has gotten prominent play on late-night television shows for decades.
